Yes. They gave you one thing, but you ordered another. (If they did not compensate for the difference, you can send it back, or request that they come pick it up. It is NOT what you ordered.)
If the name is a made-up name, and the "B" has no representation towards the motor, than you may have a difficult time getting the exchange. (It could still be "False representation", if they slapped the "B" on there, in an attempt to make it seem like another model. I assume you are talking about a "Water-cooled" engine, as opposed to an "Air-cooled" engine.)
Double-check the billing, and the invoice, and the website. See if it says "MC-54B-250", but says "Air-Cooled"... The "B" could be a reference to a body-style, and not an engine setup.

If I'm not mistaken, both the B and non B are water cooled, but have different size engines.
There is a case of this on the Jeep Patriot forum, paid for a 2.4 liter, and got a 2.0 The window sticker even says 2.4 but look under the hood......
it seems that when this happens with a car it' a big deal, with a scooter, not so much......??

Different engines and slightly different wheelbase, frame/body is exactly the same.
Interesting this is happening to a "real" car maker...that's news on me. And, Jeep has a lot more to answer for than some bikes from China do!

Sorry, my assumption... (I keep hearing engines called "A" and "B", with "A" being air-cooled.)
In any event, the shop is wrong.
Like the website that I saw, which had complete BS data from another bike, posted as the data for another. (One stated the engine was 13HP, and on that same page, on the top, was the real value, saying 9HP. There were other things which did not make sense... Saying drum-breaks, but the images show disk breaks. Saying seat height 30", when it is 34". Etc...)
However, somewhere, it must say... "Comes with a MC54B engine." (Even if it is on the manufacturer site, for that model.)
EG, if this guy is just a dealer, but the "Roketa" website has that model, with that engine. The dealer may be pulling a fast one, or he may not be a "Roketa" dealer, just a dealer, with some "Roketa" scooters. (Which might be a violation of "Roketa's" contract and licenses. They could sue him, for selling something that he does not have the right to sell. Also for misrepresenting the "Roketa" name.)

I have re-read both threads on this, and did a search and can not find an instance of these being refereed to as ' A' being air cooled. I can't find anything with the notation of 'A' for air cooled? Maybe on the 150 models?

I haven't seen any air-cooled 250+'s at all, only 150-under.
