Need to change bulbs for my scoot, can anyone tell me how to get to them?

HELLO jcholmes! Welcome to the dawg pound!! I am pretty sure I will not lead you astray here! I don't have one of those scoots, but most ChiCom scoots have a lot more in common than not! Here we go... as you sit on the scooter, there is a panel right in front of your knees, usually there is a glove box or other excuse for small storage in this panel. Now this panel is not going to be removed, but we will need to take some screws out of it. in the upper left and right corners right beneath the top edge there are screws, one on each side. These need to be removed. typically these are anchored by 'c' clips, so be aware of that, these 'c' have a way of dropping off and going to who knows where. Not a big thing if you lose one, just have to create or buy a new one. OK on a lot of scooters these two are the only ones needed to come out, go around and face the front of the scooter, in the lower panel, the one that houses the headlights you will find a screw/bolt, typically a rather large headed screw, and there could be more than one, but there is usually just the one, and will be in the center of the panel. Remove that screw/bolt. Now the panel should be free. It will be secured with tabs into slots and will have to be gently pushed up to get the tabs to come free from there slots. IF you can not EASILY push the panel upward with just a little pressure, you will have to go back to the 'knee panel' and find the other screws holding it in place. OK, so you know have the front panel ready to come off the scoot, it will still be attached via wires for the headlight, normally there is a push/pull connector on these and it is a simple matter to unfasten it. There you have it, Looking at the reverse side of that panel you will notice a housing for the headlights. DO NOT remove this, unless you just want to, for some unknown reason... the bulbs will be covered with a rubber boot and that you pull loose and gain access to the socket, from there it is just a matter of taking the old out and inserting the new!
