Its a 2008 model, From IL. The weather here is around 40deg. It all started when it got cold, before it idled fine but now the idle screw is all the way in and it idles really low, but runs once its warmed up, but I have to keep giving it throttle until its warmed up.
Any thoughts? Im thinking low jet might be clogged, was going to add some sea foam in the tank and try to ride it out.

It sounds like trouble with the enrichener. Check the electrical connections. It is the thing that the wires go to by the carb.

Blackgsx; Do a search around the forum. This device has been mentioned many times. Below is a link to the most recent mention. Might shed some light for you on this device. You should not need to turn the idle speed screw all the way in. If your scoot is idling at very high RPMs after warm-up, this will result in a dangerous condition, causing the clutch to engage while setting still.
