Paperwork should be the least of your worries. I would assume there's enough work to be performed on your new toy to ensure its road worthiness.

I am done working, I wanna play! It did not take much really, several stripped bolts, chased the threads and put in new bolts. Upgraded hose quality and routing to please myself. The carb idle mixture was simple, but any of the 244cc bikes actually have the same silly problem of not being able to adjust the idle mixture which caused me most of the headache. Chiefdon I am unaware of any sidecars that easily attach to the modern Chinese scoots. There are a number available for classic Vespa's and the PX clones like the Stella. It gets worse, the first certificate he signed on the wrong line, he quickly overnighted another one, signed on the correct line, but put the VIN from an ATV on it. Now there is ANOTHER coming overnight hopefully with the right line signature, and the correct VIN. I have insurance, the license place is several blocks away, maybe tomorrow!

Yep, I never owned one but i tried to buy one once. A 1951 model but could reach the owners asking price. They where pretty cool for their time.

Got the certificate today, passed the DMV inspection, got license plates and insurance and got to go riding this evening (a whopping 7 mile cross country before supper)! In the pre-ride checking, I failed to notice that the rear views are screwed up, the right one adjusts but flops down as soon as the engine rpms increase. The left one is somehow frozen in a position that I cannot see anything or adjust it. Looks like with a phillips screwdriver I can remove the mechanism and upgrade it. Heat gauge indicated some pretty hot temps, fan was keeping ahead of it, but think it was running a bit hot. Breaking it in will help some there but I may have to put on some air scoops to help it out a bit (No Craig, I am NOT going to relocate the gas tank to the scoot boot!)

I had similar issues with my mirrors. For the loose one I push a piece of foam into the housing behind the bottom of the mirror and it held it in place. I also read a post about a guy who once the mirror was set used a bead of silicone to keep it in place. Last choice may be to replace them. There are a lot on the market.
As far as the temp, you may want to try and measure the actual engine temp. Sears has a infrared temp gun for $80. You may have more of a gage problem then cooling system. Also, did you burp the air of the system when you changed the coolant?

Yeah, I have a Craftsman Infared noncontact thermometer, had not thought of that just yet, thanks. It is causing the fan to come on, and it runs til the guage goes down to about mid range when engine shut off. It was low on coolant when I got it, I topped it off, but there may have been a bubble in it somewheres, I have not checked it again yet. I just came back from a 30 mile cruise, handling was miserable due to a low back tire, heating seemed to get worse with speed, a lot of good breaking in happened already in that short ride. Fuel gauge read full MOST of the time, at other times it showed apparently whatever it randomly decided. Got me a few things to fiddle with tomorrow.

I know you have a lot of mechanical ability so I don't mean to go over thing you may already knwo. but i have a post on here on chinging coolant on the CF Moto engine and When I did it i found a lot of rust and contaminates in the system and if your is the same that may be part of the problem. The other issue I found a little difficult was burping all the air out of the system. I had to run the engine several times and keep re-filling it letting it burp up a little coolant each time as well as air. After about the fourth try I finally got it full and from that point on I have had no troubles with temp even when riding two up with my wife at 60mph. Yeah, thanks a lot, that was a big help. I noticed some brackish rusty scum on top of the rad neck yesterday when I topped it off, thought that was strange. Last thing I ever suspected was rust and crud in the new aluminum engine cooling system. I think I till change it out, just to know it is clean and full of the right stuff. I have been working on a carrier for it, got this far and have changed my plans, am using an electric trailer jack instead of the tall hyd jack. Photo will be in the next post.
