Hi there. First time poster...be gentle. I am looking to buy my first scooter. I am on a budget, so I know that I am going to end up getting a cheaper bike, at least this first time around. A friend of my boss is selling a 2006 Schwinn collegiate with 3600 miles on it for $500. I am posting part of his ad for it below to see if all of you fine folks think that it's a good choice for the money. "I have a 2006 schwinn collegiate 49cc motor scooter. 3600 miles. Because I never ride it, it needs a tune up and a new battery. The electric starter doesn't engage, and I assume it's from sitting so long without using it. I use the kick starter. It's likely a stuck gear in the motor that will jiggle back to normal after riding it. I asked a motorcycle shop about it, and that is the advice they gave me. Runs and drives like normal. It is equipped with an alarm, and a "trunk". It comes with a battery charger as well." Any thoughts? Thank you in advance.

There are scooters that are fully functional out there for the same money. If its been sitting that long I would have serious reservations unless you can do a carb cleaning on your own. Anticipate a complete fuel system flush as well as all other fluids. A new battery as well all in all $150 or so to get it on the road excluding taxes and titling fees. This assumes you do the work yourself and the starter fixes itself (unlikely) You can buy a new one for the same price or very close to it.

Since Oregon requires moped registration and insurance, might as well select a used 125/150cc scooter that will be more compatible with traffic . . and has a clear title and registration paper trail.

You might want to check and see if any shop around you will take it in for repair and at what cost. (as many are reluctant to work on Chinese machines) and "likely a stuck gear" is not a proper diagnosis. (the kick starters on these are not for everyday use.)

For anther 200 you can get A BRAND NEW SCOOTER SHIPPED TO YOUR DOOR. Yeah.... I don't know anything about working on bikes, so I would not be able to do any work on it myself without a major bit of learning first--I understand that I should learn how to work on whatever scooter I get anyway, but it'll be a learning process for sure. But in the case of this scooter.... you are mostly saying it's a bad buy. You're saying that if I got it down to $350 or so, it would be worth it, but otherwise, it's too much. I will see if he's willing to negotiate at all.
Also: If he isn't, and I end up declining the buy....
I've read a lot about the different brands and such and I've seen all the pros and cons of buying a Chinese scooter vs. something more expensive and thus, higher quality. Regardless, I'm pretty poor right now and will need to buy something not-so-amazing right now. What are the recommendations--which I'm sure you've given to dozens of other people who don't know what they're doing, so I appreciate your patience--both bike brands and more importantly, the actual company to get them from? Every time I look up a company, including the companies that someone recommended above, I see way too many Better Business Bureau alerts or fraud alerts etc, which makes me a bit hesitant.
And yes, you've deduced that I live in Portland, Oregon. Sorry for not mentioning that.
