I just bought another 150cc scooter to flip and it had a capped off mixture screw on the carb. I removed the cap and took pics along the way. Here it is in place before drilling: I used a small drill bit (approx. 3/32 or so) and drilled a hole off to one side: Then I started to drill another hole dead center and the cap started spinning and came out with the drill bit in this particular case but others have required three or four holes and some prying with an ice-pick. Mixture screw exposed

I JUST BOUGHT A 2012 BASH 150 AND DID THE SAME THING...BUT THIS TIME THERE SMARTER THIS TIME AROUND...FOR THE EMISSIONS TEST TO RITCHEN IT UP....THEY STILL HAVE A PLUG BUT NOW THE ADJUSTING SCREW UNTER THE CAP...HAS NO SLOT FOR A SCREW DRIVER ITS SMOOTH.....SO THE ONLY WAY TO CURE A LEAN BOGG AND TOP END IS TO RE JET......

C.A.R.B are dumb in my opinion but I digress... I've never seen a "smooth" screw but you can get it out of there by making a slot in it with a utility knife and then use a small screwdriver to turn it. Then once it's out you clean up the slot with a hacksaw blade and bada-bing! You have an adjustable mixture screw. I have seen one Chinese carb that had a smooth D-shaped end on it like the Honda Metropolitan/Ruckus so you need a special D-shaped tool to adjust it but there again, you just have to cut a slot in it with a hacksaw blade as shown below and yada yada yada... You can make a D-shaped tool with some brass tubing or as shown below, radio antenna but the ol' hacksaw is easier:
