I just did a valve adjustment on my JCL 250A scooter because it was stating to stall and and lacked power, it is amazing the difference in how it is running after i did the adjustment .Before i did the valves it would be pushing it to get up to 70 MPH now i took for a ride today and hit 75 MPH without any problem and still had throttle left . It really is one pain in the butt to remove all the plastic and to adjust the exhaust valve , i think next time i will pay to have it done .

Tom, I have the same JCL MP250 you have . You dont have to remove all the plastics to adjust valves. To get to the upper valve I just cut the bottom out of the battery box leaving a small flange around it so I could lay a thin pc of plexiglass back in to replace it. That takes hours out of adjusting the valves. The bottom valve is not bad if you just remove the side skirts and drop the belly pan. Try it the next time and save some money. I fugure its better in our pockets than a repair shop. barnie

The belly pan / plastic drops down exposing the exhaust valve, super easy a couple of screws to loosen it.
Re the intake cover removal, just cut a 1" diameter hole in the bottom of the battery compartment, for a socket wrench to pass through with an extension for the tiny little 8mm socket. Then removal of the valve cover, is easy. I use a magnet to make sure the valve cover bolts don't drop when loose. No need to butcher the whole box. Then the valve is easily adjusted using a box wrench and some simple tools.
I adjusted my valves at 2,000 miles and that was the last adjustment needed, checked at 10,000 and 21,000 still in spec (.006), currently have 25,000. Mine seem to wear well, and have been opening up a little over the last 20,000 miles, I suspect by 30,000 I will be putting them back to about .005
Hope you have even better luck.
