Did you check your Diaphgram it may have a rip and or hole and is leaking and will not hold up the needle to allow fuel to come in. And since you have the throttle almost all the way open a lot of air is getting in but not enough fuel. Wile

Install larger jets is cheap and easy and fixes some issues like you have

Have you read the spark plug. How old is the plug. What plug are you using. Try to get a NGK /cR7HSA plug in it. Won't hurt to have a spare plug. At least check valve cleances. a sliver of a coke can will work.
Which engine you running? 50CC or?? tell us a little about when your problem started and the history of the scoot. You really are not telling us much. cheers ;efty2

1st check for fuel. Take off the vacuum hose on the intake manifold and spray some starter fluid in there. Crank the scooter, if it runs for a second, you have a fuel supply issue.
2nd check for spark, pull the spark plug and ground it to the ENGINE, not frame. Crank the scooter and you should see a blue spark. This is a great time to throw a NGK in there.
IF no fuel, check that vacuum line. It goes to the fuel tank petcock valve and they stick sometimes. Just suck and blow on the vacuum line until fuel flows well out the fuel line.

So basically it's too rich and you need less gas for the air coming through. You should lower the carb needle a notch or two and see what happens.

I got another problem .My fuel flow is to slow My carb runs out gas faster then My tank could give it. Do you Think there's a fuel pump for this. Or is this a vent problem

Could be one or both. Is your fuel tank in the floor or behind the seat? If it's in the floor you have a fuel pump. If it's behind the seat it's gravity operated and you just have a valve. Replace the petcock valve or swap a manually operated petcock and you should solve the issue, if that's the cause. Also drilling a tiny hole in the gas cap vent can help. If its the fuel pump you need to look to see if it can be fixed or just replace it for a better one, like a Mikuni.
