Under torque/load/acceleration, my scoot hesitates momentarily. I've checked out the engine thoroughly, and I'm almost positive that it's not coming from there. The engine does not cough or sputter or miss at all.
So I think it might be the CVT belt. I put a new one in last weekend, and I noticed that there was a little bit of black coating on one of the inside surface of the front driving pulley. It could have come from when the previous CVT belt distintigrated.
Is that possible? Would a belt briefly slip under load, if there was a foreign substance on the metal? Or maybe the roller weights not moving freely?

If your belt is slipping you may see a shiny part on the belt as the pulleys polish it. An incorrect, poorly made belt will slip, and pulleys should be clean for the belt to slide up and down freely.

You shouldn't need them but there are auto products that help increase grips on serpentine belts at auto shops. Just make sure that you also get the cleaner to remove it if it causes the belt to resist moving up the pulleys.

By method of deduction, if all else remained the same (ceteris paribus - with all things being equall, nothing else changed), since all you did is change the belt that should be your problem.
I would take the CVT cover off, take the scoot off the stand hit the front brake to keep the scoot from moving and accelerate the engine without actually moving the scoot. You should see the belt slipping, if that is your problem. You may need a hand as you may not be able to see properly while on the scoot.
It may also be that your clutch is slipping, besides the belt you changed maybe your clutch is worn out too (Murphy's Law - If something can go wrong, it will).
BTW, are you sure you've purchased the correct and proper belt?

any products out there that would increase the grip of the belt?? My rear vari/puelly is some kind of race thing.. It has these cutouts that in theory should make it get a better grip around the belt. But it's not the belt that slips, i feel that it's the clutch who is the villan. M

IF it's the clutch, then give me some more info: how long should a normal clutch last in a 150? My scoot has 4000+ mi on it. (I didn't even realize a CVT tranny had a clutch!) Is it normal to change out a clutch every 4k miles?

I wont say normal.. ut if you have modded youre scoot with bigger cylinder, and you then get more tourq out of it the clutch will maybe slipp more. I know mine does, cuase depending on how hot it is or not is the diffrence between doing wwheeles or not. But i have also changed my gearing, so thats also a big thing in the whole slipping theme.

Scooters have a centrifugal clutch, usually with three fingers that from the engine speed expand out wards an then start grabbing the clutch drum. If you put your scoot on the centre stand and slowly accelerate the engine, the rear wheel only starts moving at a certain engine speed usually at around 2500 rpm. 4000 miles sounds low, but anything is possible. If I'm not mistaken you have the standard GY6 engine on your scoot, all kinds of parts available for it including complete racing and performance clutch assemblies. Check out Stan at Oregon Vintage you can see a picture of the clutch on his website: www.oregonvintage.com/ScootpartsGY6.htmlI would suggest you try the test I recommended, it should tell you whether it is the belt or clutch. If the belt turns with both pulleys and the engine only shows a slight load and keeps accelerating your problem is with the clutch. When all works properly doing this test will limit the engine RPM's and you can hear the engine bogging down under load. Andi

If I read you correct the first belt disintegrated and left rubber bits all over. Rubber actually contains some oil. Some might have gotten in the clutch drum as well as on the front pulley. You should clean it up with brake cleaner.

I don't think it's the belt slipping anymore. I took it apart last night and inspected everything. Looks fine. See my new posting, "Hesitation/sputtering getting worse" Thanks for all the help
