After seeing Lefty's choke pics, I went back out. Disconnected the choke plug and started the scoot. I was getting voltage from the harness. So I let the bike warm up 5 minutes. The choke showed no sign of getting warmer. Then I realized I didn't reconnect the plug. So I plugged the choke back in and started up again. This time the choke did begin to get warm to the touch. After a few minutes I shut it off and pulled the choke out, and measured it. I went to Walmart so it cooled maybe 30 minutes before I got back. I re-measured, and it was 1/8 inch shorter. So it 'works', but it wasn't extended anywhere near as much as in the pics. Does anyone think 1/8" is enough extension to function properly or is is kinda working but failing? ~Rod

...now I have a back up carb for parts if I need it in a pinch. That's not a bad idea. You could even play with jet sizes in the spare and quick swap for testing. 1 stock carb and one modded carb.

Here you can watch this guys enricher work. He has a manual choke installed, that is how he is able to run the bike with the enricher out.

After some thought it was $10 for a new choke which 'may' solve the problem or $23 for a carb (with choke) that almost certainly will solve it.
I decided to get the whole carb, if for no other reason, just so I'm not waiting twice for parts if the choke didn't solve it. When it arrives, I'll take the choke off and try it on the current carb to see if it works, just so I'll know.
I'm probably going to get another project scooter, so an extra carb laying around isn't a bad thing.

New carb came in. I took the choke off and replaced the old one. I could immediately tell the difference, and now adjusting the a/f screw behaved as is was supposed to.
So the choke was the major issue.
Of course it was raining so I couldn't road test. I got it out this morning and top speed is 32 mph, which is up from the 26 I was getting. And I haven't done any fine tuning yet so there's probably a couple mph still to be had.
After I get the best settings on this carb, I may put the new carb on and see if it performs better.

Good Job Litninrod, Now don't forget when you adjust your carb make sure the Engine is nice and warm and the CHOKE as Extended and Shut off the Extra Fuel. You will be able to tell when this happens. When you first start it COLD the Choke will be Retracted and Feeding extra fuel so your RPMS will be Higher. As the Choke starts to EXTEND and start shutting off the Extra Fuel your RPMS will start to come down, this usually take about 3-5 minutes . Once the Rpms come down then you can adjust your Air/Fuel Mixture.
When adjusting the Air/Fuel Mixture You want the Highest RPMS out of it you can get. And after each 1/4 turn or so Wait for about 10-15 seconds between each adjustment to let the engine catch up with the new setting.
