I tested the ignition coil again on a lower range and it still was not continuous.

Well then you found your problem. Just make sure you replace it with the correct style coil, not one designed for the 200 to 300 volt output coming from a CDI.

Alright, well, I ordered the part and got it in, but I didn't get around to testing it till today. The new ignition coil did the trick, sorta. The scooter now has a spark which is great, actually surprised the hell out of me when I tested it since it was a first haha.
But, he still doesn't want to start up! It annoying as hell really. I've tried starting it with and without choke and I've also tried giving it throttle while cranking, but still nothing. When I pull the plug, the plug is wet so I know its receiving gas/oil mixture.
So yeah, I'm all ears. I'd like to hear what you guys think is the issue.

Since the Plug is wet, you either have a very weak spark(SHOULD BE A NICE BLUE SPARK) or it is being Flooded. So first make sure the Spark Is Blue and not yellowish or orangey color. If the spark is good make sure your Filter is Clean if it is real dirty and not letting air in it will cause more gas to be sucked in. You can try it by taking the air filter off and see if it starts for you. Lefty

two words......blow torch!! haha what? Well I tried taking the air filter off and the thing still didn't start. The spark is also a nice blueish/white. Just for safe measures, what do you think the gap should be?

Soryy .026 to .028 mm, go to the auto parts and get yourself a Spark Plug Gapper and look at it to see if it has those wire thickness some do not. Lefty

So, today I got the idea that the engine might be flooded after all the attempts I've made at starting the scooter. I took a hair dryer to the spark plug hole for about 10 minutes and afterwards lo and behold the thing caught! Its the first time in its life span haha
He could idle roughly, ROUGHLY, and was kicking out a lot of smoke. But when I tried to open up the throttle he didn't rev and merely died. I got him back up and idling again once more but now he's back to being stubborn and not idling. I think its because I messed around with the screws on the carb (I have no idea what I'm doing anymore).
I guess I'm looking for where to turn next. I don't know what I'm doing with tuning anymore and I don't think I properly unflooded the engine to be honest.
Help Please?

Take the plug out and leave it overnight, that should evaporate the fuel.
I'd give the carb a good cleaning, making sure the float is sealing.

Runnerboy, To get the gas out of it if its flooded just take the spark plug out and give it a couple of cranks, it will spray any gas out the spark plug, so put a towel over the spark plug hole. Then just clean your spark plug and put it in. Now since you messed around with the carb screws 1. Close the Air/Fuel Mixture, turn it until it stops and then turn it out 2 full turns. 2. Give the IDLE SCREW 1/4 turn Clockwise.
You want to get the thing to stay running so you then can fine tune the Carb. If it starts and stays started let it warm up before fine tuneing the Carb.
After it is warm, if the REAR wheel is spinning LOWER the IDLE, Turn the IDLE SPEED screw COUNTER CLOSKWISE until the REAR WHEEL barely turns.
To Adjust your Carb you want the HIGHEST RPMS(IDLE) you can get by adjusting the AIR/FUEL mixture. A.) Turn Air/Fuel Mixture Screw One Way 1/4 turn and wait a few seconds so that the engine catches up with the new setting: *** IF ON THE FIREST TURN IT SLOWS DOWN TURN IT BACK 1/4 TURN and Go the other way***
1. If the Engine Speeds up REPEAT A. 2. If the Engine Slows down or no change Turn it BACK 1/8 and go to B.
B. Now You may have to Re-adjust your Idle, set it so the Rear Wheel should just wants to turn.
After the adjustments give the throttle a quick turn and see if there is no hesistation or bogging. The engine should rev up and come back down to your idle. Lefty
