Ok picked up a 2009 50cc that the carb isn't getting any fuel, we tested for spark and I took the carb off and spray starting fluid and it runs. Should I just disassemble and clean it with carb cleaner? Any specifics? Bowl, jets? Also its a emissions scooter if that matters.

These scooters don't have petcock You sure? Both of my 50cc scooters have the petcock mounted on the tank. Neither are inline. If you do happen to find it, trace the vacuum line and suck on it with the gas line disconnected from the carb. Fuel comes out, not the petcock and its the vacuum lines/pump. No fuel, and it's a high chance the petcock, low chance lines.

These scooters don't have petcock Yeah, Im under the impression that all carburated scoots have a petcock, either vacuum operated or some convert to manual otherwise what would stop the fuel flow when the motor shuts down.

I've never had to turn and petcok on or off so it must be internal.

I've never had to turn and petcok on or off so it must be internal. You're thinking of a manual petcock, like on a motorcycle. These scooters have vacuum operated 'automatic' petcocks. It's the most likely point of failure if there is no fuel getting to the carb.

Ate these scoots gravity fed from the gas tank or fuel pump?

If the fuel tank is above the carb then it's gravity fed. Remove the fuel line from the carb and the vacuum line from the intake and suck on the vacuum line. If fuel shoots out of the fuel line when you are creating a vacuum then the petcock is okay. If not, then it's bad or gummed up or the vacuum line(s) are cracked. You may be able to un-gunk it up with some carb cleaner. Tank mounted units have a strainer that protrudes up inside the tank: Frame mounted ones should have the fuel filter installed between the tank and the petcock to keep out grit: Scooters with the tank below the carb have an actual pump like this:

This one was kind of apart. Do you have a diagram to how the lines run? I know where the fuel line goes and it did have a filter in the line.

On the PAIR system you will find 2 vacuum lines on your intake manifold..one goes to the PAIR system..one to the petcock...OR you have ONE vac line that goes back to a 'T'..one of the hoses from this go to your petcock...the other to the PAIR system valve. I have seen MANY come to the shop with a defective PAIR valve....it gets stuck open and since it shares the intake vacuum with your petcock..it robs the petcock of its needed vacuum. To test this..I put a clamp on the vac line going to the PAIR system blocking it off. Then pull fuel line and petcock vac line...suck on the vac line or crank the engine...if fuel flows now..I know the PAIR valve is stuck open...and you will not get fuel flow. In that case I replace the 'T' with a straight nipple and by pass the piece of junk problem causing PAIR system. Give that a try and let us know what ya find..

Seriously...take pics of your setup....hoses vac lines..intake...emissions system etc.. That way we can see what you are working with and will be easier for us to help you resolve the problem..
