Re-jetted carb to 90. New BBK including cylinder, head and rockers. Scooter has no miles on it. Scooter idles beautifully. Throttle very responsive and acceleration from 1-20mph is very quick and noticeably better than stock.
My only complaint is that the scooter has worse top end speed. It will barely push 30mph according to its speedometer. Tried uni-filter which makes it sound better and slight acceleration increase, but no top end difference.
Did I forget something?

Try diff roller weights and maybe springs too

After market exhaust? The TaoTao (such as mine) has a finicky vacuum/airbox setup that is very particular. Mine experienced similar issues initially and I have been able to mostly mitigate them through CVT tuning...and I'm still running the 78 stock main jet without whiting out my plug. Don't bother trying the UNI unless you get an unrestricted exhaust...you can't get that mix correct without expelling the mix also. Also, did you change out the Carb? (I'm assuming you did if you upjetted to a #90). Check the size difference. I've found that some people get a slightly larger Carb and when running with stock intake and exhaust, even with upjetting it upsets the apple cart. Try ensuring that your Carb is appropriately sized by comparison. For instance, an 88 main caused my Scoot to bog in the midrange and top end...I'm going to use an 80 or 82 for optimal performance...but I'm stock/stock. I would recommend properly tuning in the idle mixture, then experiment with weights. You can also try fiddling around with the inner snorkel and 4-hole restrictor to see how it behaves. Most importantly, optimize one change at a time so you know what the culprit is. Too many times people mess with jetting, intake, weights, springs and torque all at the same time, which makes real dialing in difficult to assess.

Is the lower top speed due to the motor or the transmission?
If you did not touch the transmission the top speed would not change that dramatically. My guess is that it is not jetted properly for your kit. How did you decide to put in the 90 jet? Did it just come with the kit? A friend? Or did you tune the carburetor and find the 90 jet was required for a stoichiometric burn?

I agree. Sounds like jetting to me. If you have stock exhaust and air filter, do a plug chop, and you may find #90 is too much gas for your setup. Have you tried the stock jet since the BBK install, or was the #90 installed before the initial test run?

I until yesterday was running a 90 main on a 47mm kit stocl carb stock muffler, uni air filter, i was running a tad rich but the 88 was lean and a tad rich is better than lean, im putting a 50mm kit weel after next plan on trying a 95 main for that, with the uni and a performqnce exhuast What you migjt try is googleing for a roller tuning set ( try differemt phrases) i found one for 15 or so about a year ago, cheap little rollers but i got 3g-10g and you can mix and match to find what size gives you the performance your looking.for, on the 47mm i like the 5g weights, but then im also 300lb when my dad,160lb, rides its just horrible If you find a set remember you can try half gram increases by using half one weight haf another, for example 3 5g and 3 6g make 5.5g, just alternate them inside the variator (6,5,6,5 or whatever) I havent tried playing with the springs yet, theres a.set of 1000 2000 3000 springs( main amd clutch pad) on ebay for 20 i beleive

Thank you all for your responses. I've been selling these scooters for a while, and I wanted to try for myself a BBK before I start recommending them. The 90 jet I spoke of was actually an 80. I'm sorry for the false information. The carb was replaced with one that has screws to access jet, but it's not a larger one. The reason for the larger jet was because that was what my supplier told me was what all their distributors are using with good success. I have played with the 4 hole restrictor by 'duct taping' a couple holes to see if its getting too much air. It definitely boggs when this happens. The plug color looks dry and fine. Not white, not black.
*UPDATE* I changed out carbs for one with stock jet, and noticeable sputtering on accerleration. So it definitely needs the larger jet. The original airbox also causes stumbling, but when I remove the filter and 4 hole tube, it runs much better. So the uni-filter is apparently needed. So now I have a couple options, I guess... either different exhaust or play with rollers. I will see what rollers I have first, then go from there...

So I DID have a slightly larger carb... put stock jet back in it. The uni-filter still makes a slight improvement on acceleration... but top end will not go above 35mph. I got it to go from 30-35 by moving the timing a tooth, then readjusting the valves. I've heard the timing on these things are very precise... but when I move it one tooth, it still starts right up and idles fine... but acceleration is better when its a tooth off. I've plugged up the egr port on the intake, running stock airbox... why is this thing not wanting to go above 30???
