A freind opened a crate on this scoot and did and did a PDF (I was told) When he hooked up the battery the key was on and the fuse started to glow red. Any ideal what to look at??

Hmm that doesn't sound good at all! Did he check to see if he might have a wire pinched/broken somewhere that is shorting to ground? One spot might be under the seat bucket around/ on top of the brackets the seat bucket bolts down to with those 4 crown nuts, if the seat bucket happens to be taken out and put back in and a wire is caught between it and the bracket, it might get cut partially thru and be shorting.
Another spot to check is the handlebar/steering column, the TaoTao is shipped with that and the front wheel off, make sure none of the wires running up to the dash have been pinched, pulled, stretched, cut, nicked or otherwise caught in there when the handlebars were installed- they should turn left and right freely, if you feel a binding something might have been caught.

I agree, it was the rectifier didnt even look at the fuse. button everything up and sold 10min. later.
