Hello, I recently purchased a 2011 Qingqi RS450. Couple of scuff marks but only 146 miles when I bought it. Here's my issues/wants... 1)Seems to want to die when at idle. - I adjusted the throttle screw back and forth until I thought I found the right "tweak" to keep it running, but it didn't run away when I hit the ignition. Problem is, still seems to wanna die at stoplights sometimes. 2)Seems to have a rev governor. - Revs really well and has great pickup (for 1.7hp;)) until it hits 15-20mph. I've hit 40+ downhill, but it only wants to go 25-30 in a straight line. It feels like some sort of governor could be causing that. I'm not an expert, just what it feels like. 3)I'd like to upgrade the performance. - Getting rid of the governor, doing some engine mods, intake, exhaust, etc. I'm very new to scooting, but I've been in to cars and trucks since I was a kid. I've swapped motors, done exhaust work, and added performance upgrades of many kinds. Never on a scooter though. I found a couple sites that had parts that said they would fit on my bike, but, I wasn't sure what they would do for the performance. Think ya'll can help a newbie?

What year was it manufactured? Most newer ones since 2008 do not have a governer. It may have one, but it is simple to just replace the CDI for about $15. That way you have the original for a backup.
There are many things you can do, but the cheapest upgrade path seems to be:
Rollers/sliders Variator Exhaust Big Bore Kit Carburetor
Your scooter is probably lean at the moment. It is dying because the valves need to be adjusted and it is set too lean from the factory. You can lookup some how-to videos on Youtube. It's a pretty simple process that takes about 15 minutes to do. Adjust the A/F ratio screw a bit richer too. There are lots of how-to's on this site. Just do some searching. When you need some parts, all the vendors who advertise on this site are good or they would be run off.

Hey Greg. It's a 2011.
Is there something I need other than a model # and serial # to find out if I should get a replacement CDI? Also, what are rollers/sliders and variators? Do you have a suggestion on where to get a big bore kit/new carb/exhaust?

Go to chinesescooterreference.com. lots of good info there.
CDI. Is generic. You have an AC one. Very easy to replace. Since its a 2011 I severely doubt it restricted. Most likely its a fuel issue. The new carbs are too lean from the factory. You should get a new idle jet, 35 or 38 and it will solve many issues. Really, adjust the valves and replace the spark plug with a NGK CR7HSA and replace the oil.

Restrictions depend on intended destination of sale. If you live in a state where a "moped" is not allowed to go over 30 mph, a combination of restrictions on a 50cc is actually likely. Maine is not such a state so his bikes don't come governed. Yours might. However, if it was, I doubt you would have hit an actual 40 mph even down hill as the spark would be cut off at the rev limit what it thinks is 30 mph and the engine would be acting as a brake from that point on. On another note though, optimistic speedometers is also a common theme on scooters with 10" rims.
I would go with a stock no limit CDI, 5g sliders, and check for air way restrictions. If you have anything between the variator belt faces other than the belt (like a washer), get rid of it.
If you change the air flow, you will need to rejet the carburetor which may not be readily doable on a 2011, so check your carburetor before doing anything to your air box or exhaust. If you decide to do something like a 47mm BBK, you'll probably want a new carburetor anyway, 20mm or so.

I don't know how much you are willing to spend but i'm doing piece work atm. Starting with my spark plug, fuel filter, and air filter. Also do the PDI that they have on here that should help with perfomrance considering some of the stock stuff is garbage. Replace fuel lines, gaskets too otherwise when you do your adjustments they have a good possibility of leaking. Also replace the roller weights, springs, and drive belt. All the installing can be found on youtube pretty easy. I'm doing everythig tomm on mine so ill help you out in any step by steps and will take pictures.
