Hey Everyone,
Just wondering if someone can help me out.
The problem:I tried to turn on my VIP Future Champion scooter this morning and it had the following problems:
The Electric Starter and horn won't work unless it's in the locked position. I was able to kick start the scooter but when I got it running, I noticed that when I pressed the Horn, the RPM gauge would start dropping, but the ride was normal. When I used the turn signal both lamps were blinking at the same time and the RPM gauge would fluctuate (up and down) until I disabled it back to normal. The scooter runs fine, but I have no experience with scooters, so I would appreciate if someone can help me. The scooter is brand new 300 Miles. The head lights are woking fine, the gas gauge and speedometer both work fine. Thanks!

Most likely a contact plate shifted in the ignition switch, and you're not running off the battery (unless locked). If I'm right then I'm amazed the flashers work at all.

Problems: 1) Horn very faint sounding. (almost like a whisper) 2) Electric Starter works only once when I leave the bike off for periods longer than 1 hour 3) Scooter stalls if I come to a stop 4) If attempt to honk the horn when riding, the RPM gauge will drop. If I hold the horn down the RPM gauge will drop down to 0 rpm. But the bike wil ride fine 5) When I turn on the turn signal, both lights flicker, and the RPM gauge goes up 500 RPM and down 500 RPM *back and fourth, up and down until I reset it. The bike rides fine

5 is normal when the headlights are on, it has to do with how the regulators work and the lack of wattage the stator can produce. To me it's handy for reminding me that I left the flasher on. 4 could easily be related, never tried it. Focus needs to be on 1-3. For 1, try jumping the horn straight to a good +12v source. If it's still faint, the horn is near death, if it's good and loud, you have a wiring issue. 2 is interesting, but I need clarification. Does the motor not even turn over for an hour, or will it turn over but not catch. 3 could be a few things (including related to 2). What is your idle currently set at? Is there any condition that will make this more likely to happen (such as a long ride at WOT)? When is the last time the carb has been cleaned and adjusted? When was the air filter last checked/cleaned/replaced?

Thanks for the reply. Ok here goes:
Idle is set around 3000 rpm Carb and air filter never cleaned out or adjusted. I have 300 miles on the scooter, it's 1 month old.
If I turn the scooter off for the night, and back on the next morning. I get 1 shot at starting it up (The electric starter only works 1 time, so if it doesn't start the bike, I have to use the kick starter)
Do you think it's the battery? Can a battery die after 1 month of everyday use? About 10 Miles a day

Hmmm, idle set at 3K rpm (I assume that's indicated) and it stalls at stops... sounds like autochoke malfunction, which may also be directly related to the electrical issues. The battery as long as it's kept charged and above freezing should last at least a couple years (keep on a float charger at night, you should then have more than one starting attempt available in the morning). Who did the PDI? My suggestion now is to go through the entire harness looking for loose connectors and wires in the connectors, and make sure all the grounds are secure while you're at it. If it has not ever been properly PDI'd, then visit Big Guy's Extensive PDI and follow along (you can skip uncrating).

It sounds like you have two separate problems. Your battery is dead and your idle jet needs cleaning.

After only 300 miles and it holds a 3000 rpm idle? Doubtful the carb is plugged. Rich'es PDI addresses the carb and hoses anyway, and he's the one who made the Carb Cleaning 101 video, so it's a one-stop scooter school there.
And the dying battery I do not believe to be the cause of this. If anything it's a symptom.
