Where should I start, When I first start the scooter it smokes, but then goes away it will Idle fine but if I rev the motor several times it will start smoking badly. If I let it Idle it will return to normal. I just adjusted the valves and everything looked fine.Could I have ring damage or just Valves? Please tell me where I should start.

What colour smoke? Blue?

I would say blue, it does not smell like burning oil however. I do use Synthetic would that make a difference? Let me also add that the Scooter is a 150cc and has 4600 miles (7500 KM) on it.

Blue smoke is oil burning.. it could be a valve... I think you need to re-adjust them. It could also be rings...
I think that synthetic oils are crap in these engines. I suggest you change to 15W40 and see if the problem goes away...
