I was pulling things apart, cleaning, and exploring my scooter today. When i pulled out the air filter, the bottom of the foam near the carb was very wet. It turned out to be fuel. Is it normal for the carb to kick fuel out like that?

You will get some blowback usually when started due not a lot of suction happening then. But it should not have puddles. Lefty

The bottom on the side facing the carb was soaked... not just damp. I had heard of there being some kick back, but this seems a bit too extreme. Could there be too much fuel too quick when it's starting?

Or could the fact that is goes straight out of the carb with no upward angle be causing it? I was looking at some photos online, and it seems that some have a bit of an upward angle from the carb...

No it is not because it is angled or not, heck some have the box lower than the carb in that situation the gas would dribble into to. I could just be to much fuel at start up does your carb have a choke, that could cause it if maybe it is not shutting off after 3-5 minutes. Lefty

I am not totally sure about it having a choke or not. I am still trying to find everything on this scooter. I will take a look at the manual I found and see if that gives any info on the choke...
It does not appear to have a choke (from the manual at least...)

If there is a BLACK item on the Left Side of the Card with TWO wires coming from it then you have an ENRICHER(CHOKE) that allows extra fuel for Cold starts. If you have a SLider Type Carb they do not have Electric Chokes. Lefty Here is a picture of what it would look like on your carb:

You see this more on 2 strokes than 4 strokes. 2 strokes tend to have a reverse pulse during each cycle. This happens because the reeds don't close fast enough and the compression from the engine creates pressure and some of it gets past the reeds and blows up through the intake and reverses through the carb. It's more ovious when you are starting up and there is more gas that falls out of the fuel vapour.
Is it normal? Depends on how much fuel you;'re getting kicked back. Could be the reeds are worn or broken. Might be from flooding the engine during start up. Or If it is just a little......and you haven't cleaned the carb mouth recently, just wash the foam filter out and put it back. Chances are things are fine......just routine maintenance.

if there is alot of gas on the filter where you could squeeze it out, your float in the carb could be stuck or the needle and it is just dumping gas, also check the fuel petcock on gas tank to be sure that it is working right

I think I got it. I cleared it up last night and it is still clear. It may have just been built up over a couple weeks of usage.
