Guy who worked on it put the carb back together wrong. The air intake on the side he put back together seal, spring, cover. The diagram shows it spring seal cover. I reassembled correctly. Runs great. Starts right up, full throttle awesome.
HOWEVER! now when I ride it I can barely get to 30mph at full throttle. Used to do 50mph. WTF?
If my fuzzy memory accommodates me didn't you buy that scooter new last fall? Why did anybody have to work on the carburetor? This is why I say carbs work fine if you leave them the heck alone to do their job. Since everybody and their brother has been fooling around in the engine compartment start looking at the vacuum lines to the pump, the charcoal canister or EGR valve, also see if your Stabil is globbed up in your fuel filter. Most of the people who have had problems with pumps had starvation at full throttle, not loss of top end.
I know I sound cantankerous but I filled my scoot up with regular gas, no Stabil or Seafoam, last fall, didn't use a float charger all winter, left it in a garage where temperatures dropped to zero and four months later it started up and ran on the first push of the button on the first 55 degree day.

had to have someone work on it because it flooded out in the ACE hardware parking lot and i couldnt get it home. just kept overflowing with gas. ACE works on small engines so he said he would look at it.
i assume he cleaned the carb or opened it anyways. because it would at least start and run under full throttle. i got it home (about a mile) by power braking and keeping the throttle high.
flooding continued until i took it apart, cleaned it, replaced plug, reassembled and went through other steps in process in this thread.
it ran fine for about a week until this problem started and my wife was running errands, she had ridden it to work all week with no other problems

Mukuni DF-44 the 211 model? looks like a rectangle? 1000 miles. Crack on the carb intake? I just ordered a whole new carb $65 vs $30 for repair kit. Yes the Mukuni fuel pump is rectangular, the carb intake is made of rubber and is known to crack. My fuel pump that failed had less than 250 miles on the odometer so yes, it can be bad. If fuel is running out of the carb you probably have a sticking float, crude in or around the needle on the float or and improperly adjusted float. A leaking float would cause flooding and poor performance at most any speed. You can find a manual on line for the GY-6 carb that specifies the float height in mm. Gary

I have ordered a new carb. I am going to see if that fixes it before I order a fuel pump. The rubber intake on the front of the carb (or where the carb plugs into) looks ok, but i will be sure to inspect it closely when I install the new carb.
I dont see how to adjust the floats int these carbs, they are basically gravity powered and the needle just sits on a bar.
i figured the new carb was a better for my money buy than 1/2 the price for some gaskets and jets. that way i know its all together correctly....last time i let someone else mess with it.

I'd be on the horn to John at Valley Scooters about this. It seems to me you got a defective carb or something and you paid top dollar for the scoot. All the guys who bought their cheap Carinos for $1100 from GSMW don't seem to be having this problem and those scoots are built by Znen too. Except they don't pay extra for an inspector at the factory like John says he does.

I have talked to John, he offered to sell me a carb for $80 instead of $120 (which is outrageous) and then when i asked questions about it. He tried to help but we ended the conversation with him saying...i'm not a mechanic.
Understandable. But didnt seem really anxious to help. Thats fine, i am not one to throw a fit and demand a new carb. But I won't be willing to recommend buying from him, nor will I. I happily recommended him prior.
I dont want to rip on Valley. And dont want to make this thread into anything but fixing my scoot. But if it turns out to be the carb, I won't be happy and won't be giving Valley good feedback.

I know $5 is $5 but GSMW is selling replacement carbs for Carinos for considerably less than John and only a few dollars more than you're paying and they're Japanese made. You might try holding the float under in water or gas and see if it's leaking or look in the seat area where the float needle goes and make sure there isn't a burr or something since you're getting another carb. You should follow the repair video again and blow out all the passageways to ensure nothing is clogged.

i ordered it from eagle yesterday. i am going to the parts store now to get a new fuel filter and some extra clamps. then tearing open the carb again since I have nothing better to do until the new one comes.

Here is where I stand.
Carb cleaned. I am sure its clean! No longer do I overflow and flood.
New fuel filter.
New spark plug.
Scooter starts and idles great. (set mix to factory spec of 3 turns out according to manual)
no crack on carb intake
everything is hooked up just fine.
scooter is slow to accelerate and will top out around 30mph.

I just did a test ride. Ran fine just no power. 30mph max on straight, got up to 40 on slight down slope.
I had to ride home went it broke down, power breaking it. could that have done something to the belt or rollers or are we still thinking a carb fuel not right issue?
Only possible carb issue I can think of is the air intake seal had a nick in the edge like it was damaged when it was installed. Not sure its "leaking"
This is just frustrating!
I looked at the belt. it has some play in it. could that be causing it? If so what size belt to I need? Any recommendations for a place to get it?

You mentioned that you didn't notice any springyness to the float. Could it be the little tang that the needle valve hangs on is bent a little and not shutting off the gasoline when the float rises to shut off the flow? Try checking to see if the needle valve bottoms out when the float is at the top of its travel. Just a thought. Good luck. Garyr

changed the fuel filter also. the one i bought didnt have an arrow but its a cone shaped clear filter.
is this right? - i have the fuel flowing in throw the end where the "sponge looking filter part is" and out through the end where there is no part of the actual filter material.

Yes. You have it right. Have you checked the spark plug to see what color it is? Go for a ride, pull the plug and see if it's white, brown or black. That will tell you if it's running lean, fine or rich.

mine looks like the one on the top left. My flow goes.
Fuel tank -> filter end with sponge -> filter end without sponge -> fuel pump -> carb
according to that picture mine would be backwords. I will either switch it tonight or go buy on with an arrow to be sure.
The bike at speed (30mph not 50mph like it should) doesnt hesitate choke sputter or die. Does it still sound like a possible fuel issue?
i would think if it was a fuel flow it would not get enough and not run smooth. But i am a noob so i could be completely wrong

It doesn't matter. Either it filters on the inside or outside and only massive crud buildup would clog it. Have you checked your fuel flow from the pump? It's starting to sound like a lack of fuel at speed now. Run the outflow hose into a bucket and see how it pumps.

Take the line that goes from the petcock (under the fuel tank) and allow the gas to flow into the bucket. If it's working right you will have to crank the engine to get fuel flow. Look to see if the fuel is flowing fast, using the whole line, or just dripping into the bucket. I used a second person to crank the engine and a plastic cup so I could see the flow of the gas.
It needs to look like it's flowing fast, not just dripping from the fuel line.

No, he has a pump like your La Vie. Take the fuel line off the carb and crank the engine. You should have a reasonably healthy flow even with the engine not running I should think. Run that into a container while you press the starter.

But it's still taking the fuel line off, pointing it toward a catch (cup and cranking the engine. Isn't that what I said? I discontected mine where it connected to the filter and caught the fuel in a cup. But same basic principle.

OK, tried that. I pulled of the line from the carb, is leaked a little. Put it in a jar, started the engine and it pumped out about a 1/3 of a cup in a few seconds. Getting enough fuel it seems.

When your turning it over with the starter and at low rpm your getting a strong pulse off the manifold. At higher rpm the pulse gets weak. Thats probably why the DF44 works better than the big hockey puck Chinese one. It takes very little pressure to make it pump compared to the hockey puck. I'm not saying thats your problem but could be. What are your rpms doing? If the motor seems like its screaming or if you have a gauge and its running high rpm then maybe its a belt/variator problem. -Zug

no guage, motor sounds normal for the speed its outputting. its not screaming and only going 30mpg. engine noise sounds appropriate for 30mph.
I have a new carb and DF-44 ordered. Hope that fixes otherwise am i looking a belt or variator? 2 more things I know nothing about. Good learning experience I guess

OK first off let me start by saying the scooter is fulling operational. Thank you all for helping me through this. I stepped into this afraid to do anything on the scoot for fear of breaking it. I didnt even want to mess with the carb. Now I can remove the carb (about 10 times in this ordeal) fuel pump, hoses, all kinds of good stuff. I am pretty handy but not real confident with engines. Mad props this forum and its people. Also mad props to Eagle and their parts. I ordered a carb and received it 3 days later. It solved the problem and runs even better now! I also replaced my chinese battery since it needed done anyways. I also ordered a fuel pump which I will install to prevent future chinese issues As for my experience with Valley where I bought this scooter. Well I was very happy with it initially. (I guess everyone is until there is a problem). Part of when you pay for "factory inspection" is obviously BS. My carb had to be defective in some way. It always ran a little rough but i assumed it was because it was a chinese scoot. I wasn't expecting it to be "honda" quality. When I called John he didn't have parts for carbs but was willing to sell me a new carb for a discounted $80 or $90 from $120 "since you bought the scooter from us" he says. Knowing that was outrageous someone here pointed me to Eagle. Glad you did! $65 instead of $90. I was happy with my scooter delivery and buying experience but dont think I will be recommending Valley. I see some nice new companys and GSMW who take part in this forum and participating. Thank you all so much for helping me.

I was scared because no one wants to work on them. The guy at ACE who said he would look at the carb was really nice and upfront about not knowing what he was getting into. Once he fixed it enough to get home I called a motorcycle shop and he basically said sure I will look at it but if it needs parts I can't help you. They are built to be throw away scooters. I knew then that I wasn't going to be having anyone else really "willing" to do it for me. So I better get down to doing it myself.
And buying a Chinese scoot I knew this, but there are parts. Eagle has about everything you need from what it looks like on their site. I guess their "motorcycle/ATV/scooter parts suppliers" wouldn't have parts, but there are parts.
I just buzzed around the county in 42 degree weather to make sure she was buzzing. 55mph! YAH!
The carb from Eagle is also really nice. The idle screw is super easy to turn and it seemed to be easier to get in (the old one just didnt want to seat and took some working). Its basically the same, but has a drain line and drain screw, the mixture screw isn't covered over with a crappy POS plate, and the top of the carb has a nice hose holding system.
