Ran great since I got it, including yesterday. Have 500 miles on it. Now it won't start. Put in a fresh battery but starter spins but does not turn motor over. It won't kick start. Bad CDI?

Make sure the kill switch is off. I do that all the time.

After you make sure that the kill switch is off, check for spark. Easiest way is to remove the spark plug, reconnect to spark plug wire and make sure that the plug is touching a metal part of the engine while cranking with the starter. You should see sparking across the air gap at the end of the plug. No spark can indicate a loose connection at the coil, a bad coil, a bad CDI, or a loose connection somewhere in the ignition circuit. If that's good, reinstall the spark plug and try squirting some starting fluid in the air intake of the airbox. Try starting again. If it starts, then you most likely have a fuel delivery problem. Check vacuum petcock and vacuum line, foreign crud blocking fuel outlet in fuel tank, blocked fuel filter, or dirty carburetor. If it don't start with verified spark and using starting fluid, then I would go to a valve adjustment. Valve adjustment should be done as part of the PDI to prevent this kind of problem. Speaking from experience. ;D

Well you said the starter spins but it won't turn over. Translation of that means that the crank is not getting turned and the piston is not going up and down, in other words the starter motor is running free and nothing else is moving. now did you mean the starter IS tunring the motor over but it is not trying to start??? Totally different things, turning over means the motor is turning, moving but has nothing to do with trying to run or trying to start.
So if the motor turning over yes it can be the CDI, it can be the kill switch is turned off, can be lots of things.

Good point medman. Since he said it would not kick start, I tried giving advice on the assumption that the motor would spin over with the kick starter. If the motor does not spin over with either the electric or kick start, then his variator gear has no teeth or the end of the crankshaft is broken? 66

Hello all - problem solved. Had a bad battery cable, replaced it and it started fine. The starter was barely getting enough to spin a little but not turn over the motor. Still don't understand why it didn't kick start - wouldn't it get current from stator? Thanks all for the help.
