Yeah those few states left where you don't have to register it, tag it and have a DL are about to fall. States are looking to make up lost tax revenue due to the recession, and registering and tagging Scooters is one way to do it.

The guy pushing this, Dennis Nolan, is a real scumbag and a piece of work. Last summer, shortly before the Republican National Convention, we had a state convention in Reno to choose delegates for the national convention and to nominate our candidate. When it became apparent that the Ron Paul supporters had outmaneuvered the McCain supporters and had the numbers firmly in their favor, the powers that be(led by scumbag, err, former State Sen. Bob Beers) rolled out a cockamamie story stating that we had run out of time in the convention hall and that we would have to reconvene at a later date and time. Of course, that later date and time never came and the delegates to the national convention were 'appointed', undermining the entire democratic process. Dennis Nolan was in on that travesty of justice. I was hoping to see him get voted out last time along with Bob Beers, but he represents an area that borders the western outskirts of Las Vegas and they had just too many brand loyal voters in his district.
Hopefully, though, this won't pass. Luckily, the Republicans got their clocks cleaned out here during the last election cycle and I am not sure he has the allies to get something like this pushed through both Houses with a 2/3 majority. Also, he was considered one of the least effective state senators even when the Republicans controlled the Senate out here. What worries me, though, is the fact that this state is almost bankrupt right now, and I worry about the Democrats trying to go ahead and push it through, even though it would generate very little revenue for the state coffers.
Keep in mind Dennis Nolan is a realtor and speculator in addition to being a paramedic, and those people are a big part of the problems out here right now, as we have the highest foreclosure rate in the country.

I really hope that this bill gets killed on the floor. I rely on my little scooter to get to and from medical school here in Vegas...and now they want to squeeze more money from a moneystrapped individual...jeez.

I understand that if you are in school you dont have a ton of loot but I am in school and in a scooter reg state and the cost is really minimal. I reg mine every year and it costs me 27 bucks. The one thing they shouldnt do is charge you with any kind of sales tax like they do with new cars and bikes. RI has reg scooters and anything over 50 needs a cycle license. BTW RI motorcycle license is the strictist in the country so trust me it could be alot worse

Nevada already requires a regular drivers license for a moped. In Washington there is a 'reasonable suspicion' standard that has to be met before a cop can pull you over. Of course they can run license plates all day long. A vehicle registered to someone with a suspended license would be 'reasonable suspicion' that it was being driven by someone with a suspended license. 30% of all motorcycle fatalities are alcohol impaired. When you look at the percentage of moped accidents(fatal and non-fatal) where the driver was drunk the percentage rises to 39%. www.bayareaduiblog.com/2008/10/significant_percentage_of_mope.html

In the original post, there was a breakdown of the revenue the state was expecting to generate from this thing. In the first year, they expect to make a whopping $75,000 from the proposed rule change, which would eventually become a little more than $200,000 every 2 years. That's it. In fact, that would barely handle the added administrative costs associated with the new law change.
It's really not the money that gets my hackles up when I see laws like this. Sure, I don't like the idea of being forced to shell out an additional $33 dollars for tags and $150 a year for insurance, but it wouldn't break me financially. What I fundamentally resent are the additional intrusions of a government into my personal life and the Orwellian tendencies of a group of authoritarian lawmakers trying to transform this country into the United Police States of America. While I am sure that there are some people who are using 50 cc scooters because they have lost their driving privilegesdue to alcohol-related infringements, I would be willing to bet that they are a small minority. A lot of the people that use them do so because the costs of operating an automobile in this state are quite high when one considers our above average costs for registration, insurance, gasoline, and higher finance charges for living in a state with some of the highest rates of default on personal and auto loans out there. Others just truly enjoy riding scooters. There are even some people like me who just hate and despise the DMV and would do just about anything to not have to deal with them.
If there were massive problems out here with scooter riders causing havoc and breaking the rules, I might be able to understand the reasoning behind it. I just haven't seen any major problems out here caused by them, though. I usually watch the local news every morning out here, and the few times I have heard of an accident involving a scooter, it is almost always an automobile that was at fault and hit a scooterist. Scooters are always going to be infinitely safer than cars out here because a scooterist is not going to be jacking with his ipod, texting, scarfing down a burrito behind the wheel, playing patty cake with his girlfriend, looking at what a cute thing their little angel did in the back seat, etc. I can't remember the last time I heard of an intoxicated scooterist killing a family of 4 on their way to church or perpetrating a hit and run. In fact, I would be willing to bet that traffic fatalities would drop significantly if a good portion of the population would start using scooters and stop driving their cars so often.
This is just another attempt to put into place more big brother legislation, supposedly in the name of making us all safer. The intent is to monitor the populus and curtail even more of our freedom and privacy. This way, they can get your scooter tagged with an RFID chip in its sticker. Eventually, people will become so desensitized to it all that these chips will end up becoming part of the childhood immunization requirements. Just take a little Soma...
Anyhow, I digress and sorry for the rant.

Update: as of today, there are almost 800 bills in line for the legislature to get to before the session ends on June 01. There is a pretty good chance this bill will never even make it to the floor, much less get defeated. Let's hope!!!

What is really weird is how the bill was amended . . started out as "Makes various changes to provisions governing mopeds." . . but then on June 1st was amended to "Makes various changes to provisions governing motor vehicles." (texting) . . all the moped provisions were stripped out!The 76th Regular Session of the Nevada Legislature will begin on February 7, 2011.

They screwed up the driving while texting bill the first time the Senate approved it, and the Assembly shut it down. Well, they didn't have time to introduce a new bill and get it passed by the June 1 recess, so they just took all of the wording out of Senator Nolan's scooter bill and replaced it with the same wording that the Assembly had already voted down. The Senate passed it, and the Assembly voted it down....again!!! In other words, the bill concerning the 50 cc scooters was never even voted upon. With idiots like that Dennis Nolan in a leadership role, it's no wonder the Republicans are getting their tails kicked so badly in the state of Nevada these days.

The Clark County Republican Party took a HUGE step in the “right” direction last Tuesday evening when it overwhelmingly voted in favor of a resolution censuring six Republican state legislators who voted for SB 249 - a bill to raise sales and payroll taxes by $781 million. For the record and by popular demand, those six Republicans are: Senate Minority Leader Bill Raggio
Sen. Randolph Townsend
Sen. Dean Rhoads
Sen. Warren Hardy
Sen. Dennis Nolan
Assemblyman John Carpenter
However…. SB 249 wasn’t the only bill to raise taxes this session, and the Nye County Republican Party is reportedly poised to pass a censure resolution similar to the Clark County GOP resolution but call out ALL of the Republican legislators who voted for sharply higher taxes this session, including and especially the whopping $232 million room tax hike sponsored by the teachers union and proposed by Gov. Jim Gibbons in his budget. Those additional tax-hiking Republicans were: Assembly Minority Leader Heidi Gansert Assistant Minority Leader Lynn Stewart Assembly Whip Pete Goicoechea Assemblyman Tom Grady Assemblyman Joe Hardy Assemblywoman Melissa Woodbury Now, in addition to the censure resolutions, a number of conservatives have written me asking what else should be done with/to these “bad” Republicans? Well, it depends on their situation. For Townsend, Carpenter and Woodbury - nothing. Townsend and Carpenter are term limited out and won’t be running in 2010 or serving in the Legislature in 2011. And Woodbury is a freshman who really didn’t know better, got a lot of lousy advice from her caucus leadership, and represents a Democrat district. Strategically, the smart move is to give her a pass….at least this time. Hardy and Nolan should be challenged in primaries if they’re foolish enough to run for re-election. The conventional wisdom, however, is that Hardy intends to retire and cash in on his service to the state by becoming a lobbyist. I’m not big on new laws, but a new law mandating a five year “cooling off” period between the time you serve in the Legislature and the time you start lobbying the Legislature is long overdue. As for Nolan, the hot rumor is that he’s auditioning to play the lead role in the Broadway production of the TV show “The Nanny.” His legislative obsession with nanny-state laws such as mandatory safety helmets and seat belts while taking a bath make him perfect for the role. Unlike Woodbury, Gansert, Stewart, Hardy, Goicoechea and Grady represent Republican districts and should all face serious primary challenges next year. The political environment now is such that all five could well lose to any candidate who is even remotely credible. Remember, the tax hikes passed by the 2009 Legislature come up for a renewal vote in 2011. These five cannot be counted on to oppose any effort to make the tax hikes permanent. Attention: Ron Paul supporters. If you REALLY want to make a difference and actually have a shot at winning, forget about running against Harry Reid. Run in primaries against the above-named assembly Republicans instead. Remember: You can’t change public policy if you don’t change public officials.
I hate to keep beating a dead horse, but I did think this was funny. It looks like Mr. Nolan is being targeted for replacement....by his own party!!!

i ride a 150cc illegaly
i disguised it and i dont care to admitt it unless it's an LEO asking
however i've never been pulled over and i can barely keep up with traffic so i doubt i ever will

It appears that since the voting process for Assembly Bill 508 was not completed by midnight on the "drop dead date", no further action will be taken in the 76th Regular Session . . per Joint Standing Rule No. 14.3.4. For those curious . . committee testimony. So things should remain as they presently are . . until the 2013 77th Regular Session.

MAYBE folks are fed up being hit buy a DUI burnout ped rider high on bong hits with no insurance, its these waste cases that give the rest of us a bad name.
We had a grey haired guy turn wrong on a one way street and 5 cars crashed avoiding him, he used some bushes to stop the bike and ran away, never found.
No one more then me mourns the "New Poor" and their needs from the treasonous wall street robbery, but we are a third world nation enough thank you.
If I hit you, you are covered 100,000 per passenger.
