Are there any gas 49c scooter that have a reputation of being quiet, or conversely loud?
and
How much of the loudness of a scooter is going to depend on the engine size compared to the muffler?

Generally the more quiet an engine is, the more restrictive the muffler is. More restrictive also means less power too. So it winds up being a compromise between how much noise one can have and still have some useable power too. Now also there is a lot of science involved in making the engine itself quiet. A good example is the utility industrial engines used in generators and lawnmowers. Honda put a lot of effort in designing some of the quiet engine technology for their gas generators, so that the generators are really quiet when running. But if you tried to put a big huge muffler on a Techumseh engine powered generator, it would have little effect on making the engine quieter.
As to the 50cc scooters, generally the stock scooters are very quiet. But as soon as you hop them up and/or derestrict them they start to become much more noisy. A liquid cooled 50cc would be even more quiet than the air cooled equivalent as well, as the water jacket helps deaden the engine running sounds.

i have a 150cc 4-stroke and it may be noisy but you can still hear traffic n such. And once you get past 40mph the wind noise drowns out everything else

My 50cc (with 85cc upgrade) has an added MRP performance muffler.. It is louder then standard mufflers but I have driven past the local law enforcement when they had their windows down and they didn't sat anything. Also being on a scoot a little more noise I think is better to get cagers to notice you. My sister in law thought that mine was a bit loud so she had my brother order one with the just the stock muffler. I'll be curious to see if it is quieter and also how power he looses if any..

Yea me too MRP throaty.. UNI filter helps with the roar. I like ;D But to answer your question: stock 50cc 4 stroke is real quiet......2 stroke LOUD
