I believe that would be a fuel adjustment screw. The rule of thumb is;
Engine side of carb-fuel Airbox side of carb-air.
The only small carbs I have ever seen that used an air-adjustment low-speed circuit, were Hitachi's. They were used on some Yamaha models for about 10 years.

So screw it in is for less fuel or more fuel ??

well lets see if you screw it in then your going towards the air box, and if I'm correct moto said turn towards air box for more air and turn towards engine for gas. so uh I think it would be less fuel

screw out more gas srew in less gas thake in consideration that is a MIX with some air you can see this in the diagram of the carburettor
