I'm not getting oil. The oil tank is full. Do you have to remove the engine to get to the pump ? Is it the engine rpm that drives the pump volume ? What should I look for....any help ? Could it be the throttle cable, and not the pump ??

If it's throttle driven, then your throttle cable splits off into two cables. One goes to the carb and the other to the oil pump. Follow that cable to the pump and watch what happens when you twist the throttle. If you see it opening and closing then you can eliminate the throttle as the problem.
Generally it should oil at a low rate at idle, and the throttle opens it to flow at a higher rate at speed.
There may be a screen filter inside the line at the bottom of the oil tank or in the bottom of the tank itself. I would disconnect the oil line at the oil pump and see if anything flows out. That way you know that you're getting oil to the pump.

it will be throttle driven,its under the cooling cowl in the bottom of the head..as said before remove the oil line at the pump...you will need to remove the cooling shroud...you then should be able to verify oil to the pump and throttle cable operation

I took it apart...the cable is moving the valve on the pump fine. I drained and removed the tank. Cleaned it out and checked the lines. then did a flow test on the oil lines. Everything is good and have good oil flow to the pump. Still no oil getting to the carb.

either the pump is clogged or just bad, order a new one and premix in the meantime, usually 50:1 but some may be 40:1 so double check your specs to see what the right mixture is and go that route for now until you get the new pump.

also check the line from the pump to the carb, could be that simple but I doubt it seeing as you did a flow test, it might be the intake on the carb is plugged as well, do a thorough carb cleaning (it never hurts to anyway) while you're at it. Yeah, it's a pain in the @$$ but it'll take out the major possible issues and in the end you'll wind up with a smoother running scoot.
